Purpose of the study. The study is aimed at analyzing the legal and economic mechanisms that underpin the motivational policy of enterprises involved in foreign economic activity. A three-tier regulatory structure is examined, comprising labor, tax, and foreign trade legislation, alongside the role of local normative acts in tailoring general legal provisions to the specific operational needs of a business. Particular attention is devoted to the manner in which the state, through minimum wage and occupational safety standards, tax preferences, and employment support programs, establishes the institutional framework within which employers construct their own incentive systems. Drawing on international experience, the study further analyzes national motivation models and traces their connection to the cultural and economic contexts of the respective countries. The paper concludes that an enterprise's capacity to combine legislative instruments with flexible internal regulations constitutes a critical determinant of its competitiveness on international markets.Published
