Purpose of the study. This study aims to resolve the scientific contradiction between the necessity of preserving the human resource potential of transport companies under sanctions restrictions and the lack of systematized approaches to transforming HR strategies during the emergency restructuring of logistics routes. The relevance of the work is driven by the unprecedented sanctions pressure of 2022–2025, which has radically altered the geography of international transportation and necessitated mass personnel relocation to new operational regions. The methodological foundation comprises: a critical analysis of the evolution of sanctions regimes and their impact on the transport industry; systematization of anti-crisis HR practices through the lens of organizational resilience theories and a systemic approach to the transformation of the personal management ecosystem; a comprehensive analysis of the legal aspects of relocation as a socio-economic and legal institution. It was established that traditional models of Strategic Human Resource Management demonstrate limited effectiveness in a «sanctions economy», which requires the simultaneous implementation of divergent vectors: emergency cost reduction and investment in developing new competencies. As a result, a structured system of organizational and managerial mechanisms for adapting HR strategies was developed, including relocation policies, accelerated training programs, and tools for retaining key personnel.Published
