Abstract

Purpose of the study. The geopolitical and economic turbulence of 2024–2026 (sanctions restrictions, disrupted logistics chains, currency market volatility) has led to the degradation of traditional functional models of foreign economic activity (FEA) management in industrial enterprises. Existing systems fail to provide the necessary adaptability and resilience, which creates a need for the development of an integrated methodological approach to reorganising FEA management. The research is based on systemic and process-oriented approaches, as well as methods of structural functional analysis and synthesis. An analysis was performed of regulatory changes coming into force from February 2026 (accreditation of foreign company representative offices, stricter reporting on foreign accounts, sanctions compliance). Taking into account findings from the works of A.S. Spartak, E.A. Santovich, T.D. Gilmanov, a step by step reorganisation algorithm was developed that integrates three levels of regulation: interstate, state, and the enterprise’s self regulation mechanism. The author proposes a methodological approach comprising five stages: 1) diagnostics of the external environment and creation of a risk map; 2) audit of the current FEA management system; 3) development of alternative adaptation scenarios (baseline, anti crisis, transformational); 4) implementation of reorganisation (regulatory, organisational, digital, and personnel support, introduction of sanctions compliance); 5) performance assessment using a KPI system (operational flexibility, market diversification, reduction of transaction costs). The algorithm enables enterprises to increase adaptability, minimise losses from sanctions and logistics disruptions, and maintain competitiveness in foreign markets. The developed methodological approach fills a gap in comprehensive, interdisciplinary methodologies for reorganising FEA management. Its practical significance is confirmed by its applicability across various industries under conditions of permanent turbulence. Promising future directions include quantitative assessment of reorganisation effectiveness and digitalisation of the algorithm using big data and AI technologies.
