Forms, Models, and Tools of Public-Private Partnership

Abstract

The article reveals the essence, legislative bases and classification models of public-private partnership (PPP) in the Russian Federation. The key forms and instruments of PPP are analyzed, including concession agreements regulated by Federal Law No. 115-FZ, and legal mechanisms for interaction between the state and business based on Federal Law No. 224-FZ. The problems of PPP implementation in Russia are highlighted: imperfect regulatory framework, lack of trust in corporate governance, and lack of long-term development strategies. The role of state structures (the Government of the Russian Federation, the Federal Property Management Agency, the Ministry of Economic Development) in the management of state property and the implementation of PPP projects is considered. The material highlights the importance of PPPs for the modernization of the military-industrial complex and infrastructural transformations, as well as the need to adapt partnership models to regional specificities.
