State Management of Foreign Economic Activity Development Under Sanctions: The Case of the DPR

Abstract

The article considers state management of foreign economic activities in conditions of sanctions for example Donetsk People’s Republic. The multi-level system of regulation (local, regional, federal levels) before and after the introduction of restrictions is analysed. Key adaptation measures include diversification of exports, growth of the non-mining sector and use of Russian support programmes. Integration with the Russian Federation made it possible to harmonize customs regulations and gain access to finance.
