Ethical standards and their role in the personnel policy of the state civil and municipal service

Abstract

The article discusses an important topic of ethics in the personnel policy of the civil service. The key functions of ethics in public service are analyzed: protection from corruption, improvement of professional competence, respect for the rights of citizens, improvement of the quality of public services and strengthening trust in the state. The role of ethical standards in personnel policy is considered, emphasizing their importance for the formation of a culture of public service, recruitment and training of personnel, job evaluation and prevention of corruption.
