Implementation of the state-public order in the Arctic: "Nomadic kindergarten" pilot project in Chukotka

Abstract

The article presents the results of development and initial stage of “Nomadic kindergarten” pilot project implementation in the Chukotka Autonomous Okrug as a direct response to the state-public order. The initiative, voiced by representatives of the indigenous communities (IC) during the meeting with the Governor of the ChAO V.G.Kuznetsov in 2025 and enshrined by his order, is aimed at overcoming the key contradiction between the child’s right to quality preschool education and the family’s right to preserve the traditional nomadic way of life. The authors describe in detail a comprehensive model that integrates social and labor (official employment of nomadic parents), sanitary and hygienic (adaptation of norms for yurts, development of a specialized cyclical menu), and educational and technological (offline digital resources) components. The project is analyzed taking into account the successful practices of other Arctic regions. It is concluded that the implemented model serves as an effective mechanism for translating public demand into public policy practice, promoting the sustainable development of indigenous peoples and the preservation of their cultural identity.
