Abstract

This article concretizes the range of theoretical problems of formalization of democratic ideals that require detailed and more thorough consideration. The objectivity of the teleological nature of the process, the factors influencing its course, the forms that develop under their influence is determined. The methodological foundations of ideologically transformational processes in the modern world are investigated. Based on the use of separate research methods, such as dialectical, historical-legal, comparative-legal - the circumstances that led to the formation of different ideas about democracy in general and the process of public administration in particular are highlighted.
