Abstract

The article deals with the problem of optimal formation and development of the personnel potential of the civil service. The main optimization tool is monitoring as a specially organized, regularly monitored state of the qualitative and quantitative characteristics of the personnel potential of the public service. The advantages of monitoring, features of its implementation, and possible risks associated with staff resistance to changes are shown.
