КОМПЕТЕНЦИИ МУНИЦИПАЛЬНЫХ СЛУЖАЩИХ В СФЕРЕ СТРАТЕГИЧЕСКОГО ПЛАНИРОВАНИЯ: СОДЕРЖАНИЕ И СТРУКТУРА

Abstract

The article analyzes scientific approaches to the study of the essence and structure of competencies. Based on the generalization of the considered approaches, it is proposed to identify a cluster of competence in the field of strategic planning, including four key areas of competence - change management, communication and coalition formation, team building, and design. The advantages of on-the-job training, combining the mode of algorithmized training with work in real conditions of development and implementation of the municipal education strategy, over the traditional approach to the development of professional competencies of municipal employees, represented by advanced training in isolation from the main professional activity, are substantiated.
