К ВОПРОСУ О ПРЕДПОСЫЛКАХ И ПЕРСПЕКТИВАХ ВНЕДРЕНИЯ ИНИЦИАТИВНОГО БЮДЖЕТА В КАЛИНИНГРАДСКОЙ ОБЛАСТИ

Abstract

The main trends in introducing initiative (participatory) budgeting practices in regions of the Russian Federation are discussed in the article. The role of the Ministry of Finance of the Russian Federation in coordinating the implementation of proactive budgeting practices is emphasized. The fact that in the conditions of the development of the information society the basic models of initiative budgeting are complemented by e-participatory budgeting technologies is concluded. Systematic work with public opinion becomes the basis and a necessary tool for any initiative budgeting practice. Although in Kaliningrad region there are successfully implemented practices related to initiative budgeting, the region has not developed a regulatory framework and there is also no institutional infrastructure to support initiative budgeting. The activities of the Regional Center «Higher School of Public Administration» of the Western branch of the RANEPA carried out to launch initiative budgeting in the Kaliningrad region are described.
