Эмиграция высококвалифицированных специалистов из России: тенденции и последствия

Abstract

The paper raises the problem of highly skilled specialist's emigration from Russia. The analysis of statistical information about emigrating specialists in the period from 2005 to 2016 is carried out. On this base quantitative and qualitative characteristics of modern trends in specialist's emigration are established. In the course of the work, there were identified the problems and negative consequences that emigration of Russian specialists entail. It is proposed to develop an automated data bank of emigrated highly qualified personnel, contributing to the resolution of these problems.
