Противоречия в образовании муниципального бюджета Российской Федерации

Abstract

The paper discusses the current conditions that cause contradictions in the system of municipal relations, when revenues from oil and gas exports are reduced and there remains a high dependence on income and expenditure of sub-federal budgets on federal intergovernmental transfers. Under these conditions, new intergovernmental views with an age role of direct participants in municipal budgetary relations are necessary.
