Abstract

The paper discusses the main aspects of the regulatory and legal regulation of the transition of Russian regions to a new digital mode. The author focuses on the multi-stage and complexity of the process, which should take into account the federal trends, industry and social characteristics of a particular territory. As an example of a development institute in this direction, a center of competence created at the federal level is considered, which should become methodological support to regional executive authorities in the formation of the regulatory framework for the digital transformation of the region.
