Abstract

The purpose of the paper is to analyze the various forms and methods of professional retraining and professional development of public civil servants, assess their merits and demerits. The authors estimates the possibilities of synthesis to improve the effectiveness of the educational process. On the basis of empirical research, the main problems of the existing system of raising the level of education are revealed and the tendencies of increasing its effectiveness in public authorities are determined.
