Тенденции социально-экономического развития сельских территорий: регионально-отраслевой аспект

Abstract

The paper attempts to develop a mechanism for sustainable social and economic development of rural areas according to national circumstances, in particular: 1) investigated and substantiated factors, terms and conditions, which predetermine the trends and dynamics of modernization changes in national economies; 2) proposed the use of the system approach as a theoretical and methodological basis for the study of the national economy at the macro and micro levels. The paper proposes a synergetic model for managing the development of socio-economic systems as a set of principles, methods and technologies that allow to ensure a balanced functioning of systems based on the coherent interaction of their subsystems, self-organization mechanisms, ensuring a high adaptive level to the dynamics of the external environment, identifying synergistic effects under cyclic conditions and the uncertainty of the modern development of rural areas. The synergetic concept, opening new directions in the processes of development and interaction of socio-economic systems, will allow solving the problems of managing them on discreteness ideas and determining the trajectory of sustainable social and economic development. At the same time, the synergistic concept will allow modeling of internal and external communications with the aim of studying their interaction in the course of the internal processes taking place. Within the framework of the theory of developing systems, there is a need to identify the problem of self-organization of various systems, using the principle of feedback (the principle of circular causality), both negative (self-regulating) and positive (self-enhancing). In the study of the synergetic phenomenon as a basic factor in the theory of self-organization, such phenomena as predictability and the fundamental unpredictability, probabilistic and chaotic behavior of the system in the context of the development of rural areas are determined.
