Abstract

This article justifies the directions of the development of green economy’s most important component the system of “green” procurement of goods, works and services for the needs of the public sector. The scale of public procurement, which generally constitute more than one third of Russian GDP, provides a turnaround of the economy towards the production of environmentally friendly, energy-intensive and economical in consumption production that contributes to the synergy between environmental balance, social progress and economic viability. However, all of this requires including environment-related requirements in procurement documents. The author shows that the compliance to the environmental requirements of state and municipal customers sets a positive example of behavior for the society, developing a habit (i.e. habituating) primarily in everyday activities of public sector employees, such as reduction of consumption (e.g. stationery), rational (electroand thermal energy, water) and multiple (consumables) use as well as recycling of waste.
