Профессиональное развитие как элемент государственной политики повышения эффективности государственной гражданской службы

Abstract

Realization of a state policy in the sphere of the public civil service is even more often considered as an element of process of reforming of system of public administration recently. In article the interrelation of efficiency of functioning of system of public administration and success of implementation of programs of modernization of institute of the public civil service of the Russian Federation is described. The author focus attention on problems of personnel policy in system of the public civil service, paying to the person attention to processes of professional development of the personnel of the public civil service. For this purpose are exposed to the analysis of the program of reforming of institute of public service in the context of development of system of personnel planning and professional development of the personnel. The author analyzes the changes considered by the State Duma of Federal Assembly of Russia in the first reading in the federal law «About the public civil service of the Russian Federation» regarding changes of system of additional professional education and its transformation to individual professional development of civil servants.
