Article is problems of a social subsystem in structure of the integrated system of management which gets a role priority in relation to a technological subsystem are considered. Knowledge of the human capital from the scientific term passes into the status of one of key organizational administrative competences. The self-assessment of workers and their responsibility for the correct high-quality work at all levels of the organization with understanding and satisfaction of expectations of interested parties grows.
