Abstract

This article analyzes the transformation process and the dynamics of local government and self-government after the February bourgeois revolution. In the spring of 1917. in the South of Russia has begun the process of transforming government. In the Terek region, differed multiethnicity and multi-confessional, we can talk about the appearance of polyarchy represented by the Union of United Mountain Peoples of the North Caucasus and Daghestan, Terek Cossack Host government circle, the temporary civil Terskiy regional executive committee of the Institute of Governmental commissioners. Renovationist processes in socio-political life of the field resulted in a further development of the ideas of federalism and separatism. The main conclusion is that the process of transformation of the government led to the emergence of new local governments.
