Abstract

The article deals with the substantive aspects of the principles of subsidiarity and proportionality in relation to the vertical organization of the system of public power on the basis of the analysis of international legal acts that enshrine these principles and the current constitutional model of delimitation of powers in the Russian Federation. Conclusions are drawn in terms of promising areas of both doctrinal understanding and constitutional definition of the principles of subsidiarity and proportionality in the context of multi-level management.
