Кадровые инновации в органах публичной власти и озможности их трансфера из коммерческих организаций

Abstract

At present, the issues of personnel management in the public service in the Russian Federation in the light of new tasks and challenges are of particular relevance and are in the constant field of attention of top officials of the state. Personnel innovations focused on the public authorities modernizing and on increasing the efficiency of public administration are of particular importance. A comparative analysis of management features in public authorities and in commercial organizations shows that the set and content of the management functions are identical in both types of organizations. This suggests the expediency of transferring personnel innovations from commercial organizations, where they have gained considerable experience in their use.
