Abstract

The paper aims problem areas of technology pattern paradigm exchange which used to be dominated by nowadays economical science onto a forming concept of 4-th industrial revolution. The 4-th industrial revolution assigned the task of institutionalizing of a strategy for a new industrialization, including South Russian region. Rostov Region was one of the pioneer districts which institutionalized new industrialization by passing the law “About Industrial Parks of Rostov Region”. The paper provides deep analysis of the regional experience in creating those new evolution institutes. The author offers the acceleration areas of institutionalization process of a new industrialization at the South of Russia.
