Abstract

On the problem of formation and development of effective scientific and educational environment, its relevance is much written and told. Of course, to cover and thoroughly examined the whole array of material on the subject in this article is impossible. The author has tried to present her point of view and to summarize these ideas, published in official sources and academic works, as well as to offer possible solutions to this problem.
